Part 4 Blog Comments following SISE Conference


My SISE Conference was held with Superintendent-Elect, Dr. Timothy Chargois.  He reviewed each domain with me, and asked questions to ensure that I was familiar with each competency.  He stated that I needed to study the competencies and make them my own.  He shared that I needed to make sure that I had experience within each competency.  He is a very educated and well-rounded individual.  He encouraged me to become exemplary in the areas where I was ranked as proficient. 

Part 3 Review and Submission of all Reports

District Supervised Summary Report:
I have submitted this report.  I didn't realize the number of hours that I had worked on the intern plan.  It also gave me a chance to work on areas that I was weak in.  I will post this into my TK20 and blog as well.

Reflection: 
Throughout this endeavor, I have learned so much.  At the beginning of this tedious journey, I also became the Early Childhood and Elementary Language Arts Supervisor.  Gosh, talk about an eye opener.  I realized how critical my job as a supervisor was and how valuable my counterparts are.  There is so much more to learn.  During this course, I learned what areas I needed to grow if I was going to pursue the career of a superintendent.

Review of Reflection


Doing a reflection allows me to analyze and dissect situations that have occurred.  Looking back over previous reflections, I have realized how much I have learned and grown during this experience.  Reflections are important because it allows you to look back over what you have learned.  It also permits me to see how I have grown as a leader. 


My first reflection was based on action research.    It allowed me give my interpretation of what action research meant to me.  I applied how I would utilize action research.  ”As a superintendent, I could use action research to promote collaboration between administrators and teachers. For example, Beaumont ISD has recently adopted a new curriculum called CSCOPE. Teachers are trying to adjust to the new state mandated test, STAAR, and CSCOPE. There have been a slew of questions. Utilizing action research, teachers can study CSCOPE and come up with a plan of action. After acting upon it, all participants can collect and analyze evidence.”   The reflection helped me to understand why this practice could be an advantage for a superintendent. It would give school districts with the same demographics to collaborate and share ideas and practices.


I also interviewed Carrol A. Thomas of Beaumont ISD. He has been the Superintendent for 15+ years. He invited the Deputy Superintendent of BISD to sit in on the interview. He is a very knowledgeable and caring individual. He was very informative. Despite how he is portrayed by the media, he is an enjoyable and informative individual. Throughout the interview, I placed an asterisk by responses that were intriguing to me.   While completing my reflection, I realized what makes a good superintendent.    I realized that he/she needs to be supportive, encouraging, and data driven.

I learned that Budgeting and Finance has proven itself to be one of the most difficult parts of the certification for me. There is so much information to attain. Through this, however, I have learned that my district is doing an outstanding job in following TEA guidelines. It also gives me the opportunity to compare my district with other districts.

I didn’t realize that the Superintendent played such a major role in the budget process. I was also shocked to learn that he did not have the last say in the process. The Superintendent must be conscious of the budget and the needs of the community. The budget and budgeting process allows us to use available resources for students while remaining within guidelines.

While completing the post SBEC self-assessment and reflection, I realized that Domains I and II, were my most “comfortable” domains, and Domain III is where I still lack the most knowledge. I didn’t respond to a lot of the competencies with an “I”, but I guess that was to be expected; however, I would like to reflect on the competencies that I considered as strengths. I am nowhere near an expert, but I do have quite a bit of understanding of the following competencies.

I plan to use reflective practice as a superintendent to encourage the faculty and staff to reevaluate their jobs and decisions.  At the end of the year, I would like for each individual to reflect upon what they liked about the school year and what they didn’t like.  They would also have to provide reasons and suggestions that are appropriate to their field of expertise.    This is a very effective practice that needs to be in place.  It would help each individual, campus, and district to grow.

CARE Reflection


Ensure that staff development is providing training for CSCOPE and TEKS in each content area.  CSCOPE is entirely new to our district.  It has been proven to be effective to teach the TEKS properly and has the rigor that is needed to master STAAR.  Teacher/Stakeholders have been trained to utilize CSCOPE correctly and efficiently. 

Properly identify students and monitor students that are special needs.  BISD has a thorough Special Education Department that provides clarity to all involved.  However, we do have students that are not monitored and are identified incorrectly.  I believe that more training needs to be in place for teachers and others working with students. 

Raise district AYP standards.  If students and educators are held to a higher standard, then the required standard will be met.  In BISD, students and teachers are always held to a higher standard than the state.  This almost guarantees success for all involved. 

This assignment has helped me to identify areas in my district that may need reinforcement.  I also like the fact that I learned about the four CARE elements.  This process can be used in many areas.

Concerns – Review your participation in improvement initiatives or efforts to engage in action research, and list at least three concerns that you have identified from these experiences – a concern may be any matter that engages your attention or interest.

  1. The curriculum (TEKS) used in BISD (CSCOPE) is aligned with the state curriculum and accessible to all teachers/ stakeholders.
  2. Special needs students are properly identified, instructed, and included at their enrolled grade levels.
  3.  We meet Adequate Yearly Progress (AYP) standards or growth for Reading (SpEd) and monitor West Brook (AA-Math), Smith/King (Reading), Caldwood (LEP-Reading) and Pietzsch-MacArthur (AA-Math.  AYP standards for 2011-12: Reading-87% and Math 83%.

Affirmations - Review your participation in improvement initiatives or efforts to engage in action research, and affirm or identify at least 3 actions that must be sustained and supported to achieve the District/Campus improvement initiatives.

  1. Provide ongoing professional development activities that include, but are not limited to: Study of TEKS aligned curriculum  and TEKS aligned curriculum.

  1.  Closely monitor inclusion practices for effectiveness through the following: Student Support Team, benchmark assessments, state assessments, report card grades, and professional development programs.
  2.  Identify and characterize student needs.

Recommendations - Review your participation in improvement initiatives or efforts to engage in action research and describe at least 3 recommendations you would make regarding the District/Campus Improvement plans or action research plans.

  1. Ensure that staff development is providing training for CSCOPE and TEKS in each content area.
  2. Properly identify students and monitor students that are special needs.
  3. Raise district AYP standards.

Evaluate - Review your participation in improvement initiatives or efforts to engage in action research and identify at least 3 strategies for evaluating the improvement plans or recommendations.

This assignment has been an eye-opener.  I didn't realize how much that I had acutally learned while in this course.  I am now more aware of what my superintendent is doing.  I have truly enjoyed every thing that I have learned and shared with my cohorts.

Post SBEC Self-Assessment Reflection

While completing the post SBEC self-assessment and reflection, I realized that Domains
I and II, were my most “comfortable” domains, and Domain III is where I still lack the most knowledge. I didn’t respond to a lot of the competencies with an “I”, but I guess that was to be
expected; however, I would like to reflect on the competencies that I considered as strengths. I am nowhere near an expert, but I do have quite a bit of understanding of the following
competencies.

Domain I
-13 strengths versus 8 strengths in pre SBEC self-assessment

Competency 1 Area:
Serve as an advocate for all children. In my last position, I worked with a very diverse group of students. I was always mindful of treating each and every one of them with the same love and attention. I also stressed the importance of their education to parents and stakeholders.
Model and promote the highest standard of conduct, ethical principles, and integrity
in decision making, actions, and behaviors. In my current position, my decisions have impacted the entire Pre-K – 2nd grade population.
Exhibit understanding and implement policies and procedures that promote district
personnel compliance with The Code of Ethics and Standard Practices for Texas Educators.
I am been in the field of education for 7 years now, and I make it a point to familiarize myself with this document.
Interact with district staff, students, school board, and community in a professional and ethical manner. Throughout my career, I have always had a great rapport with the mentioned above.
I am interested in building “communication bridges” with everyone that is a stakeholder
in a child’s education.

Competency 2 Area:
Implement strategies for involving stakeholders in planning processes and for
facilitating planning between constituencies. I have worked with Lamar University to plan Cardinal Connection for our first graders. This program promotes reading and its advantages.
Recognize and celebrate contributions of staff and community toward realization of the
district’s vision. I am always mindful of acknowledging those that move an organization or school into the right direction.
Encourage and model innovative thinking and risk taking and view problems as
opportunities. This current position requires a lot of innovative thinking and risk taking. I
have learned to treat each experience as a learning situation.
Promote multicultural awareness, gender sensitivity, and the appreciation of diversity
in the educational community. As a curriculum coordinator, I planned activities to promote cultural diversity among the students. For example, I planned and implemented activities during Cinco de Mayo and Black History Month.
Understand and support educational programs for all student populations, including
students with special needs. I worked at a school that had a Life Skills classroom. I
would work with these students so that they felt as though they were a part of
the regular education student body.
Competency 3 Area:
Develop and implement an effective and comprehensive internal and external district
communications plan and public relations program. Beaumont ISD has an outstanding public
relations program. They are really good about communicating events and progress.
The superintendent is great at promoting positive news about BISD.
Establish partnerships with families, area businesses, institutions of higher education,
and community groups to strengthen programs and support district goals. I have worked with Lamar University to plan Cardinal Connection for our first graders.  This program promotes reading and its advantages.
Communicate and work effectively with diverse groups in the district and community; i.e.,
social, cultural, political, ethnic, and racial group, so that all students
receive appropriate resources and instructional support to ensure educational
success. I have worked with a diverse group of students and teachers. I also worked with a large group of economically disadvantaged students, and I provided resources to ensure that
all student needs were met.
Develop and use formal and informal techniques to gain an accurate view of the
perceptions of district staff, families, and community members. Workshop attendees are encouraged to complete evaluation forms so that we may assess the needs of all parties involved.
Use effective consensus-building and conflict-management skills. I have worked with
principals to ensure that I am a support system for teachers. I also provide feedback to principals about teachers in need of assistance, and I also provide suggestions for the teacher.

Competency 5 Area:
Use assessment to measure student learning, diagnose student needs, and determine
effectiveness of the curriculum to ensure educational accountability. During my years as a curriculum coordinator, I realized that data drives a district.
I was responsible for monitoring student performance and progress. Daily
walk-thrus were done to ensure that effective teaching methods were in place.
Facilitate the integration of technology into the school district curriculum to enhance
learning for all students. There were several different computer programs that I oversaw for an elementary school consisting of 586 students.
Ensure that staff members have a working knowledge of the accountability system and
are monitoring its components to increase student performance. I have trained several second grade teachers to use our online accountability system and Eduphoria. Second grade teachers are currently being monitored and held accountable for student success. 
Competency 6 Area:
Apply knowledge of motivational theories and strategies to encourage staff, students,
families/caregivers, and the community to strive to achieve the district's
vision.
I have had several meetings with English Language Arts Liaisons to ensure that they were aware of strategies to promote quality learning for their students.
Facilitate the development of a learning organization that encompasses high student
engagement and learning with academic rigor through the use of effective
planning and lesson design. With the implementation of the new STAAR
test, I have met with and observed teachers to ensure that students were being
taught with rigor.
Apply knowledge of special programs to ensure that students are provided with
appropriate resources and effective, flexible instructional programs and
services. I monitor special education students to ensure that their English Language Arts
needs are met.
Competency 7 Area:
Improve teaching and learning by participating in quality relevant professional
development activities and studying current professional literature and
research. I am constantly attending workshops and conferences.
Deliver effective presentations and facilitate learning for both small and large
groups.   Delivering presentations to a staff of 80 was part of my job description during my years as a curriculum coordinator. As a teacher, I used data to assist me in creating small groups and delivering whole group instruction.

Domain III

Competency 8 Area:
Manage one’s own time and the time of others to enhance district operations. I am constantly monitoring teachers at various campuses and attending mandatory meetings with my curriculum time. I have learned to map out my week and adjust my time accordingly. ·

There are still no strengths.
Competency 10 Area:
Encourage and facilitate positive change, enlist support for change, and overcome
obstacles to change in varied educational contexts. My position as a supervisor and the
implementation of STAAR and SCOPE has brought about a long of change. I am meeting with liaisons on a quarterly basis to enlist support for change and to overcome any obstacles that may arise.
